So do they possess more advanced technology than the outside world? I mean, we’ve seen what is obviously a cartridge-based rifle with aiming optics, something that didn’t even appear in human civilization until the late nineteenth/early twentieth century, and these pistols look to be cartridge based as well…

Well, telescopic sights date back to the late 18th century. IIRC the first effective rifle to use bullets (with paper cartridges) was the Minie Rifle of around 1840 & the American Henry Rifle of the 1860’s was not only the first commonly available breech loading rifle with a magazine but also one of the first commonly available rifles capable of using metal cartridges.

So it’s not too far out to the left field.
